Your average times your number of ratings gives your total star points. To reach a target average T while adding k five-star ratings, k must be at least count × (T − average) ÷ (5 − T). The calculator solves that for you.
Why does it get harder as my target climbs?
Each new 5-star rating moves a bigger pile of existing ratings less. The closer your target is to 5.0, the more ratings each additional star is worth, so the required count rises steeply near the top.
